"According to the records of secret Jewish Zionism, Solomon and other Jewish learned men already, in 929 B.C., thought out a scheme in theory for a peaceful conquest of the whole universe by Zion. These are the surest spreaders of licentiousness into the lives of the leading men at the heads of nations. A map of the course of the Symbolic Snake is shown as follows: - Its first stage in Europe was in 429 B.C. in Greece, where, about the time of Pericles, the Snake first started eating into the power of that country. The second stage was in Rome in the time of Augustus, about 69 B.C.. The third in Madrid in the time of Charles V, in A.D. 1552. The fourth in Paris about 1790, in the time of Louis XVI. The fifth in London from 1814 onwards (after the downfall of Napoleon). The sixth in Berlin in 1871 after the Franco-Prussian war. The seventh in St. Petersburg, over which is drawn the head of the Snake under the date of 1881. [This "Snake" is now being drawn through the Americas and in the United States of America, it is been partially identified as the "Counsel on Foreign Relations" (C.F.R.) and the "Tri-Lateral Commission"]. All these States which the Snake traversed have had the foundations of their constitutions shaken, Germany, with its apparent power, forming no exception to the rule. In economic conditions, England and Germany are spared, but only till the conquest of Russia is accomplished by the Snake, on which at present [i.e., 1905] all its efforts are concentrated. The further course of the Snake is not shown on this map, but arrows indicate its next movement towards Moscow, Kieft and Odessa. It is now well known to us to what extent the latter cities form the centuries of the militant Jewish race. US general with Iraq role linked to hardline Israelis

The retired general named as civilian governor of occupied Iraq has visited Israel on a trip paid for by a right-wing group that strongly backs an American military presence in the Middle East.

Lieutenant-General Jay Garner, the co-ordinator for civilian administration in Iraq, put his name in October 2000 to a statement blaming Palestinians for the outbreak of Israeli-Palestinian violence and saying that a strong Israel was an important security asset to the United States.

The statement was sponsored by the Jewish Institute for National Security Affairs (Jinsa), which pays for retired US military officers to visit Israel for security briefings by Israeli officials and politicians. Richard Perle, one of the architects of the US invasion of Iraq, is a member of the institute's board of advisers, as was Vice-President Dick Cheney before he took office in 2001.

Lt-Gen Garner went on Jinsa's annual trip to Israel in 1998. Two years later, he and 42 other senior retired officers said: "We are appalled by the Palestinian political and military leadership that teaches children the mechanics of war while filling their heads with hate. The security of the state of Israel is a matter of great importance to US policy in the Middle East and eastern Mediterranean, as well as around the world. A strong Israel is an asset that American military planners and political leaders can rely on."

One of many overseas friends whom the retired American General Jay Garner plans to invite to post-war Iraq is the former Israeli defence minister Benjamin Ben-Eliezer.

Well-informer European sources have told Gulf News that Gen Garner, named by the United States Administration as 'Iraq's ruler' once Baghdad falls, has been lately soliciting views of many friends abroad and the Middle East, including Ben-Eliezer and other Israeli defence officials.

Benjamin Ben-Eliezer, known also by his Arabic name Fuad before he immigrated from Iraq to Israel late in 1940s, and the General have known each other for many years as a result of Garner's close defence and political links with Israel.

Garner who is currently in Kuwait waiting for the final assault on Baghdad before moving to the Iraqi capital, was involved in the deployment of Patriot missiles in Israel during 1991 Gulf War. He was also commander of the U.S. Army Space and Strategic Defence Command from 1994 to 1996.

He is closely linked to the group of hawks led by U.S. Defence Secretary Donald Rumsfeld (who gave him his latest job), his deputy Paul Wolfowitz and Vice President Dick Cheney, who are as keen to bypass the UN in the aftermath of war as they were before it. In October 2000, Garner put his name in a statement that said that "Israel had exercised remarkable restraint in the face of lethal violence orchestrated by the leadership of the Palestinian Authority."

US officers watched Israeli tank raids into West Bank cities in February, and American soldiers have learned in the Israeli desert how to blow their way from house to house to avoid booby traps and street fighting. The Israeli insights build on years of exchanges of military technology and intelligence between the deeply intertwined armies. Among other things, the US is using Israeli-manufactured drones to scout across Iraqi lines.

 

WASHINGTON - Governmental Affairs Committee Ranking Member Joe Lieberman, D-Conn., Tuesday requested information from the U.S. Agency for International Development on how the agency selected companies invited to bid on its construction contracts to rebuild post-war Iraq.

Dear General Mosley:

I have read with interest recent news articles concerning construction contracts that the United States Agency for International Development (USAID) and other U.S. Government agencies are awarding for the rebuilding process in a postwar Iraq. While I am pleased that the Bush administration is moving forward with plans for helping the Iraqi people build a more prosperous and free nation, I am nevertheless concerned by reports about the manner in which at least one of these construction contracts is being awarded by your agency.

According to a March 10, 2003 article in the Wall Street Journal, USAID has distributed a 13-page "request for proposals" seeking bids on a massive infrastructure improvement contract that is estimated to be worth as much as $900 million. This request detailed several projects, including the construction of roads and bridges, and the renovation and repair of hospitals and schools within Iraq. The Journal article also notes that only a "handful" of companies were asked by the agency to submit bids on the contract. These companies included the Bechtel Group of San Francisco, California; the Fluor Corporation of Aliso Viejo, California; The Halliburton Corporation's Kellogg Brown & Root division of Houston, Texas; the Louis Berger Group of East Orange, New Jersey; and the Parsons Corporation of Pasadena, California. More recent news articles indicate that the agency has narrowed its selection to two companies.

As you know, the Competition and Contracting Act generally requires that federal government contracts be awarded through a full and open bidding process. This process ensures that all contractors have an opportunity to offer their services to the government, while maintaining that taxpayer funds are spent in an effective and efficient manner. There are some limited instances where the bidding process is truncated or restricted due to an urgent and compelling need. In light of the volume and complexity of the work that will be required to assist the Iraqi people in rebuilding and improving their nation, and the speed in which it must be completed, it is possible that a limited or more restricted bidding process for some construction contracts may be warranted. However, due to the size and importance of these contracts, I ask that you address the following questions related to the bidding process:

What was the process that USAID used to develop "request for proposals" for any and all contracts related to the rebuilding efforts in Iraq? How did USAID select the companies eligible to bid on these contracts? What criteria did it use in the selection process? Was this process consistent with the agency's procurement rules and practices, and all other applicable laws and regulations?

Was the process used by USAID to select the companies bidding on the Iraqi contracts the best method available for achieving the goals of the contract while protecting the interest of taxpayer funds?

Did any USAID employee have contact with any of the companies that were selected before they were asked by the agency to submit a bid? If so, who were the employees, which companies had contact, and what was the nature of their contact?

Did any USAID employee have contact with any official or employee of the United States government, outside of USAID, regarding the companies selected to bid on any of the contracts related to the rebuilding efforts in Iraq? If so, who were the employees, who did they have contact with, and what was the nature of their contact?
